It can sometimes be a little confusing where files actually are. Like, when I AirDrop photos and media to the iPad and it doesn't go in the Downloads folder like it would on a Mac. Just slightly off. Dang.
For the record, I'm almost certain the designated Airdrop folder within the Files app should be the same folder you have set as the Downloads folder in your primary browser. (Might just be whatever you have set as Safari's in Apps ⇨ Safari ⇨ Downloads

Most items are saved in the app that they’re sent from. For example, if someone uses AirDrop to send a photo from the Photos app, it’s saved in the Photos app on your device.

_Note: _If you opened AirDrop in the Finder on a Mac, the notification to accept or decline appears here, rather than in Notification Center.
If you send items from one of your Apple devices to another (for example, from your Mac to your iPad), and you're signed in to the same Apple Account on both devices, the item is automatically accepted and saved.
