you can, indeed, create hardware keyboard shortcuts for Siri Shortcuts on iPhone!
it involves turning on Full Keyboard Access though, which is an entirely different kettle of fish, if you know what I mean.
(Enable it in Settings ⇨ Accessibility ⇨ Keyboards ⇨ Full Keyboard Access

You'll then find a list of Siri Shortcuts at the very bottom of the Commands
menu (just below the Full Keyboard Access
toggle.)
I recorded and uploaded a little demonstration of myself assigning Ctrl X
to a shortcut for the iPhone 14 boot chime hehe.
Ah. If you're new to Full Keyboard Access, I would recommend proceeding with caution. I wish I could link you to comprehensive documentation of the feature (ideally from its creator!) but I'm afraid there really isn't one...
What I've done - and I am only beginning to understand/be able to navigate Full Keyboard Access, mind you - is change the color of the bars to white in this menu.
